PPS Launching the ‘Procurement Innovation Committee’ for Innovation Procurement
- In pursuit of innovation procurement including through system transformation pertinent to the 4th Industrial Revolution -
□ Mr. Kim Chungwoo, Administrator of the Public Procurement Service(PPS) launched the ‘Procurement Innovation Committee’ to upgrade the government procurement system and to enhance procurement capacity in the face of the 4th Industrial Revolution at PPS’ Seoul office on Nov. 30, 2019.□ The Committee was set up to find measures not just for responding to progress in essential information technologies, faced with the 4th revolution such as AI, Big Data and block chain, but also tackling subsequent changes to the procurement environment.
□ The Committee is to explore ways to raise capacities including in ▲re-establishment of strategic roles of public procurement, ▲adoption of methodologies on smart procurement including purchase ▲transparent and fair procurement built on intelligence and information technologies ▲expansion of demander-oriented solutions for innovation procurement and setup of next-generation KONEPS.
○ The Committee elected as Co-Chair Kang Cheolkyu, Prof. emeritus of the University of Seoul and former Chairperson of Korea Fair Trade Commission(FTC) and also commissioned as external members experts in organizational capacities, future strategies and industrial technologies.
○ PPS Administrator Kim, the other Co-Chair, the Director-General for Planning and Coordination and other PPS officials, too, take part in the Committee as internal members.
□ Co-Chair Kang stressed, “The current society is in vast transformation where data and digital technologies such as AI create added values”, adding “ The innovation committee will play its part in designing the future-oriented procurement fitful for the digital convergence era by lifting public procurement from uniformity centering only on acquisition, which is based on the old development-centered ideology.
□ Administrator Kim said, “Public procurement has recently taken the first step in re-establishing its strategic roles through innovative solutions.”
○ He also emphasized, “PPS will make an effort together with the Committee to render public procurement more reliable so that innovative transformation in it could be swiftly felt by the public.”
