PPS Administrator Delivered a Keynote Speech at the 8th APPeN Conference
Jong Wook Lee, Administrator of the Public Procurement Service made a keynote speech in person at the 8th Conference of the Asia Pacific Public Electronic Procurement Network(APPeN) after the pandemic broke out to further strengthen the regional network on public e-procurement
□ PPS Administrator Lee joined the 8th Conference of the Asia Pacific Public Electronic Procurement Network held at the headquarters of the Asian Development Bank in Manila, the Philippines, on December 5, 2023
▶ PPS Administrator Lee stressed the meaning of Strategic Public Procurement and the future trajectory of e-procurement in his keynote speech

□ The 8th conference was held largely offline for the first time since the pandemic. In his keynote speech, Administrator Lee emphasized the future trajectory of e-procurement and the importance of Strategic Public Procurement where government purchasing power is used as a new policy tool
○ Administrator Lee suggested four success elements for Strategic Public Procurement - strong driving force, prioritizing procurement policies, active communication with markets and accurate assessment of performance
○ He also explained major features of the Next-Generation KONEPS, a highly upgraded version of the existing KONEPS, such as intelligence services, data-based procurement and integrated administration (Single Window)
□ After the speech, Administrator Lee discussed with Mr. Bruce Gosper, ADB’s Vice President for Administration and Corporate Management ways to facilitate the Asia-Pacific Public Electronic Procurement Network and to reinforce cooperative ties between PPS and ADB
□ The Network was jointly established by the two organizations in 2015 to expand e-procurement and transactions in government procurement across the region
